Non teachers can view the Chart button. There is no permission needed in User Management for that.

Teachers can view the same chart in Classroom> Reports> Charts> Selected Student> Students vs Class

-In [[User Management]], teachers can`t even view assignment grade details from the iGear unless they have the permission to "View Assignment Grades" in Category> JGradebook, Program> JGradebook, Action> View Assignment Grades, Yes/No. But that permission does not allow teachers to view the Chart button.
